Convicted felon allegedly admits he’s in possession of ammunition

MORLEY, TN (WLAF)- A couple of hours before sun up Wednesday, a Campbell Deputy happened upon a man along Highway 25W North, about seven miles south of Jellico.

At the Shonda Lane intersection at 5:37am, Deputy Clinton Hutchinson came in contact with Jared Lay. The deputy was aware that Lay was wanted out of Knox County, Tennessee, and verified Lay’s warrant status with Central Dispatch. Deputy Hutchinson placed Lay under arrest without incident.

The deputy located drug paraphernalia in Lay’s bag including two hypodermic needles. In Lay’s fanny pack, five, .22 long rifle caliber bullets were located. Fentanyl was believed to have been found in Lay’s wallet.

Lay allegedly stated the he is a convicted felon and understands that he is not allowed to be in possession of firearms or firearm ammunition, and he owned up to everything the deputy found except the ammunition, according to the arrest report.

Lay, 28, Shady Pine Lane-Newcomb, was charged with a hold for another agency, possession of schedule I and drug paraphernalia and possession of firearm by a felon. (WLAF NEWS PUBLISHED-09/10/2026-6AM)
