JACKSBORO, TN (WLAF)- The Campbell County Budget and Finance Committee met on Monday afternoon, approving multiple budget amendments, which will then go before the full commission to vote on next Monday at 6pm.

The first five amendments are related to the Campbell County School District. One amendment was due to an increase in cost for Student Management student attendance software programming. The amendment was for $3,600 to be appropriated to cover the cost. The increased cost will be paid for with projected increased reimbursement from the state for paid parental leave. Another budget amendment for the school district regarded receiving funds from insurance to pay for a copier machine that had been struck by lightning. Another amendment relating to the school board was due to the school receiving the Tutoring Initiative Grant.
An amendment for the school district was also approved to add funds for an additional ELS teacher with funds being appropriated from the unassigned fund balance. This is being done to meet student enrollment requirements.
The final amendment approved for the school board was to appropriate funds to paint the Jacksboro Elementary School Gymnasium floor.
Budget amendment 9-6 was due to the sheriff’s office receiving $15,000 from the sale of a Dodge Charger. These funds were appropriated into the 189 salary and wages fund for the sheriff’s department.
The next budget amendment was related to the sheriff’s department receiving the Evidence Based Programming grant from the Tennessee Office of Criminal Justice Programs.
Budget amendment 9-8 was due to the county receiving insurance recovery funds relative to a vehicle with EMA, and these funds are being appropriated to use accordingly.
Budget amendment 9-9 was due to the county receiving invoices relative to redlight repair work. How was it revised?
Budget 9-10 was to appropriate additional funds out of the unassigned fund balance for legal services relative to CJUC and the Airport Mega Project. This amendment took up the most discussion at Monday’s meeting.
Commission Chairman Johnny Bruce went over the project issue briefly after new commissioner Ray Perry asked a question about it.
“The Mega project at the airport was runway repaving, we are having issues with the surface not being level and that does create a problem at the airport. The previous commission placed money in there for legal advice for both purposes. We have an attorney for the airport issue, but not for Caryville Jacksboro Utility (CJUC) overcharging us,” Bruce said.
Commissioner Dewayne Baird said that this was the third month in a row the commission has transferred funds over to legal services and so far, transferred around $200,000, Baird asked the finance director if he knew what the stopping point is going to be?
Finance Director Eric Pearson said he felt this would be the stopping point. Baird clarified that the county was asking for all of their money back spent out for legal services.
Commissioner Rusty Orick spoke about problems with the airport project. He said it was supposed to be an arched runway and that it was not arched and that this would cause problems with rain running off, especially when it froze in the winter,” Orick said. Commissioner Lonnie Weldon asked who the contractor was on the airport project. Chairman Johnny Bruce said that Pave Grade and Aggregate was the contractor. (WLAF NEWS PUBLISHED-09/15/2026-6AM)
